View Final vs. View Final with markup: Document or User specific?

Can anyone tell me if the option to view the Final document (vs Final with
markup, Original, Original with markup) is specific to the document itself or
is it a user setting?

I'm having problems with getting settings set up correctly on a 3rd party
pdf converter and the vendor's current excuse is that the document isn't
processing correctly because it was "saved with the Final option instead of
Final with markup". If that's true, I can't seem to figure out how to change
it from final to f/w/mu and get the setting to "keep".

(windows xp sp1, office xp sp2)

Any ideas?

It's a user setting. See the Security tab of Tools | Options.
