View Populator Tool

Is there some limitation on what the View Populator Tool publishes or pushes
to Project Web Access views?

I recently created some new Project Center views with customized enterprise
codes. I wanted to publish projects owned by Project Managers who have been
absent so I used the View Populator Tool to publish the projects in order to
populate the new views that I created. Even though I got a message that all
the projects were successfully published, the new views remain unpopulated.
