viewing checked out projects?

In Project Server 2003:

If a project is checked out by a user is there any way for a different user to open that file? What would be nice is viewing even as a readme file. Yes I realize that viewing a project can also be done using Project Web Access but I am really wondering if it can be done in Project Server as well.

Yes, a checked out project can be opened by others in Read-Only mode in
Microsoft Project Professional. To do this, the user should complete the
following steps:

1. Click File - Open
2. In the Open from Microsoft Office Project Server dialog, select a
checked out project
3. Select the "Read only to view" option
4. Click the Open button
