If you alwasy want 5 digits with enough leading zeros, then pull-down:
Format > Cells... > Number > Custom
and enter 00000 in place of General
Format > Cells... > Number > Custom
and enter 00000 in place of General

Try to go to menu Format - chose cells. On tab number, chose category
text.
Input your 00147, and it will stay in that format.
