Viewing Project details in Project 2003 web

I've seen this posted before however the posts have not solved my
problem.

When in project server, I click on "Projects", I then click on a
project name (from the list) and am brought to the "View a Project"
page but instead of showing me the project it shows me:

"There is no information to display in this view

Either the project manager has not published the project plan or there
is no information in the project plan to display. "

The net admin and I have been to the page (KB 810596)

We did not have this problem before (I am positive of this) and we
cannot pinpoint exactly when it began. Therefore many of the
recommended fixes make no sense to us since the servers that project
is running off of are only touched by myself or the net admin and
neither one of us have changed anything.

Although no one (even admins who have 100% full access to absolutely
everything) can see what is in the project when clicking on it's name
from the Project list, users can still see tasks that were assigned to
them in their tasks list.

what we have done so far:
Method 1: Install the latest version of MDAC ----> this was not
performed, do not know what this does


Method 2: Verify that the IIS Lockdown Tool or the URLScan tool is
configured correctly ----> working fine


Method 3: Verify that the correct permissions are set on the ViewDrop
folder ----> number 4 states: Click the Security tab, and then verify
that the correct permissions are set on the folder. ----? we are not
sure what the correct settings are but they appear to be correct to
us, all have full access


Method 4: Specify the correct information for the user account that is
configured as the identity for COM+ applications ----> done


Method 5: Reset the DSN ----> does not need to be done


Method 6: Configure the correct value for the DSN registry entry ---->
does not need to be done


Method 7: Restart the Microsoft Project Server Views Notification
Service ----> done many times...

Logs found on the server repeat every 10 seconds: 1 warning and 3
erros:

error 1-->
Soap error: XML Parser failed at linenumber 0, lineposition 0, reason
is: Access is denied.

error 2-->
Soap error: Loading of the WSDL file failed.

error 3-->

We tried re-building the OLAP cube however, it is has been building
for nearly 3 hours...is this normal?

Does anyone have any recommendations or could someone tell us what the
permissions should be for the viewfolder.

As I mentioned before, this is a new issue, it was working fine, we
are publishing the files correctly and people have the correct rights,
even admins can't see anything.

Any suggestions?

This nay have been done but have you applied the hotfix 838882
I did have strange task display probems and this appeared to fix them.
Also I had a resource that was corrupted in some and his task would
never display, so took him out, and replaced with a new resource just
spelling the name differently. Then re-assigned all tasks
