Viewing Projects on the same RBS level

Hi,

I am looking for a way to set up my permissions in MS Project Server
so that team members have read access to all projects within the
department that they belong to, and conversely do not see projects
within any other department unless they are a team member of that
project.

Is it possible to set up permissions this way?
