virtual" staff meeting

Now, I have a question for you. I am trying to have a "virtual" staff meeting
or discussion. I would like to create a e-mail string that allows each
recipient to respond to issues I have outlined. It would be nice if each
respondent could respond to a particular topic so that when one reads a
topic, it includes everyones comments. As it is now I have separate e-mails
with comments on the topics, so everyone has to read through all the comments
at once. Any ideas, it would be like instant messaging for each topic.
