I've seen website where when you click on a link, another window or layer
becomes visible on the same page. For example, if I'm at a site for a rock
band and I click on "Bio" it nothing changes but a new window or section on
the page becomes visible, displaying the bio on the same page. How do I
create such a link?

using frames.....your links go in one frame the content goes in another
frame.

Search "Frames" in Frontpage Help.
