Visio 2003 Layers on Web Page

Is there a way to utilize layers on a Visio diagram that has been published
to the web? Do we have the ability to turn layers on or off?

If you use the Visio viewer to view .vsd files in a web browser, then you
get Layer capability:

As for the Save As Web functionality, I'm pretty sure that you don't get
layer functionality, but only 99% sure, since the IE version of the export
uses a vector format which might be smarter than I think.
