Visio 2003 License Agreement

I am reiterating my request from a previous post for the Visio 2003
License Agreement. If someone here uses Visio 2003, could you please
pass the license agreement so we can study it here and decide whether
redistributing the ActiveX control is allowed royalty-free?

I have called Microsoft Romania and they seem lost in space. Microsoft
USA cannot be contacted unless you create support incident and pay for
it.

Near as I can tell (can someone from the Visio marketing team please
verify?):

There is no separate redistribution license for the Visio control.
Customers must have at least a Visio Standard license (or Visio Professional
or EA).

In other words, a license to Visio (Std or Pro or EA) is required in order
to have the control.
