Visio 2003 Missing text file Open format

I'm attempting to open a text file in Visio, but the Open as text file isn't
in the drop down menu. How can I resolve this?

You have to open it using VBA and then write code to handle the contents of
the file.

I'm actually trying to open a .csv file. Guess I'm out of luck for a while.
