visio 2007 pro upgrade

Does the visio pro 2007 upgrade work with the visio office or do I need the
whole program

Office and Visio are separate programs. if you have an older copy of
Visio, you can install an upgrade copy of Visio. And you similarly need an
older version of Office to install the upgrade version of Office, they are
not upgrades for each other.
