Visio 2007 Standard SP2 with Visio 2007 Viewer SP2 on 2008 TS / IE

Hi, per the subject, I cannot get the Viewer to invoke...only the full
version will associate/open.

Here are the exact conditions, only they are running 2003 viewer -- I have
the same suspect windows update installed (KB973525):

I don't see an official solution from MS on this -- if there is one/I've
missed it, please confirm....I'm looking for a permanent fix for this, not
wanting to remove a 'critical' update in order to fix a glitch or hack around
only to have it be undone with the next security update... please advise,
Thanks-

The reason there is no 'solution' is that this is working as expected. The
Visio application is always going to take ownership of the Visio drawing
types when it is installed, even if the Viewer is already present or added
afterwards.
