Visio 2007 Won't run on Windows Sever 2003

We are using Windows Server 2003 as Workstations and Office 2007 runs ok, but
Visio 2007 installs but will not run. Gives the error message:
This vesron cannot run on a terminal server. We have terminal services
diabled.
