I have been working for a week trying to contact Microsoft for help. If I am
bothering folks needlessly, I apologize. All I need to know is how I can
upgrade my Visio 4 version to the latest Win 98 version, or buy a new
version.

Not what you want to hear, but...

Currently only Visio 2000 or later qualifies for an upgrade. Anything older
requires buying a new copy.
