Visio crashes on load, error 1013 - SG.DLL - Shape IndexerLoadBehavior

Visio 2002 crashes upon load, records error 1013 in
application log - error details below.

Applied KB articles: 818793, 324291, 293284.

After exhausting the KB articles and web resources, I
discovered the following registry key that had a dword
value of 3:
HKLM\Software\Microsoft\Visio\Addins\VisioSGIX.Manager\Load
Behavior.

Changing the value from 3 to either 0 or 1 allows Visio to
load. There doesn't appear to be any overtly negative
effects on the shape indexing system, i.e., I can still
find shapes.

Can anyone tell me what the meaning of this setting is and
why it won't work when set to the apparent default value
of 3?
