Does anyone know if Visio Enterprise Architect is included in Visual
Studio Pro 2008 Academic Edition?

It's not in any version of vs2008. The last version was in vs2005. It has
been 'deprecated'.

So what is the option for generating .net (C#) code from UML in 2008?

There's a post floating around on one of the forums (from Barb Way) that
points to a MS PPT presentation on the subject. As I remember they were
recommending the users find an appropriate third party piece of software.
