Visio Installation Error

When I try to Visio on an XP machine, I get the following error message(s):

(Window Pop-up 1)
MICROSOFT OFFICE VISIO FOR ENTERPRISE ARCHITECTS SETUP
You must first install one of the qualified Visual Studio editors
[OK]

(Window Pop-up 2)
Installation ended prematurely because of an error
[OK]

This machine does not have Visual Studio installed on it and it doesn't need
it. I've been able to successfully install this on many other XP and Vista
Machines. This machine that I'm trying to install it on has a fresh version
of Windows XP (reformat) and has no unusual software on it.

Thoughts???

AFAIK (since vs2003 which used v2002 as a base) the product which only comes
with Visual Studio does check for Visual Studio being installed. The VS2005
(v2003 based) also checks for Visual Studio being installed.
