Visio template files not working?

I have a Visio user who states that when she opens a
standard template file(the ones that come with Visio 2000)
that the file should open up and look just like the "file
preview" which is provided by Visio 2000 when browsing the
files. While it is true some template files provide
content on the workspace when opened, most do not. It is
my impression that the standard templates are performing
as they should. Any input???

I think the preview pictures are in place to give the user a quick idea of
what a chart of that type might look like. As you say, most of them do not
open with shapes already on the page.
