Why is Visio adding an extra line of blank text in a text box?
Why do think it's doing that? I've just created a text box and added
some text, no extra blank line is added.

This wouldn't be an Org chart shape would it? If so, the box can be formated
by going to menu bar > Organization Chart > options > Fields. Then select
the fields that you want. Otherwise, the behavior should be as Paul
indicates.

under which it happens?

Yes, my fault. It was an Organization Chart object, which is reserving a
second line. I switched to a simple Process box, and now have what I need.
