Visio Unable To Remember Open Stencils

I have a drawing and I opened a couple of stencils to the left, and
after saving the drawing and then closing and reloading it, the stencils
will not open automatically. What could be wrong?

Reopen your drawing, open the stencils. Now do a SaveAs.
To the right of the Save button is a small icon, ensure that Workspace
is ticked.
I don't know whether there is a way to make this the default, I can't
find anything.
