Have you read the announcements done during the Visio Conference ? There was
talk about Visio as a "Service".
Is that what you want ?

Two possible scenarios for the question. a.) a formal application service
provider b.) somebody that supplies access to visio similar to terminal
services. I haven't seen anyone propose to step up and do it.
