The help files should be installed when you do a full install from CD (or
from a download). If you do a custom install, of course, they can be
turned off as well. But assuming that you did a full / normal install,
they should be present.
One key is that Internet Explorer is actually the engine used to display
them. What version of IE do you have on the system - and is it your
default browser? If it is older the IE5.5, or not the default, try
updating and setting IE to be default to see what change occurs.
Also - are you running any other Office apps? What version are they?
