vislib.dll 2003 recognized by VS.NET as Visio 2002

Vislib.dll, which is coming with Visio 2003 installation is recognized by
VS.NET as Visio 2002 library. This library misses some important features
announced for Visio 2003 Object Model like ApplicationSettings type and
Application.Settings property.

Any idea where true vislib.dll for Visio 2003 could be found?
