Vista prevents multi-users from logging into linked db

Ok, this one is a real head-scratcher. Small network; server (actually
Vista Home Premium), 3 terminals; 2 XP and 1 Vista. All terminals
running Access 2007 (same build number). Extremely simply Access
database (1 table, 1 field, 1 row of data, 1 form) split, each
computer has the front-end (FE), and back-end (BE) is on server with
linked tables. DB was built with 'Default open mode = Shared',
'Default record locking = No locks'. 'Allow Trusted Locations on my
network' has been enabled. Note: I am db guy - not network guy, so
some additional details may be required.

Scenario 1: xp computer (A) opens FE - takes 1 second to connect. xp
computer (B) opens FE and connects. Vista computer (C) attempts to
connect but Access becomes unresponsive. Both A and B closes db and
instantly C connects.

Scenario 2: xp computer (A) logs into FE - takes 1 second to connect.
Vista computer (C) attempts to connect but Access becomes
unresponsive. A closes db and instantly C connects.

Scenario 3: C logs into FE - takes 1 second to connect. A (or B)
attempts to connect and Access becomes unresponsive. C closes db and
instantly A (or B) connects.

The very curious thing is this db was working up until a week ago. The
network admin did a restore on the server, thinking it was recent
security updates that broke something. But that hasn't worked either.
Only the Vista computer appears to be giving us trouble with sharing.
Any advice or suggestions on where to look to get this resolved?
