vista & XP editing web files

I can open, edit and save a .htm excel file within XP using excel 2007,
however I cannot edit a .htm excel file from a machine using Vista...what am
I missing?

It still has some web functionality..07 still works in XP
If it works in XP why won't it work in Vista...grrrr

Where is the Rant, Yell, Scream, Tear your hair out, Hide under the Desk,
insane asylum section of this Discussion Group, I know I'm not alone on
this...6 hours and still counting...
