would VB.net work with Access 2003, if not, what version of VB would be best
for Access 2003.

You mean as a backend? Yes works as expected.

I slight Note: VB does not work with Access (Except through Automation).
It - As Access itself - works with The JetEngine Database.
A bit weird perhaps as you also store Access Objects in the Jet Database
File....
