Visual C++ 2008 runtime manifests

I have an addin that I am trying to load into Word 2003. I keep getting the
R6043 runtime error (the manifest one) when my COM server DLL loads.

I have added the required Visual C++ 2008 manifest file to the DLL as
resource ID 2, Type 24.

Yet I still get this error.

What do I do?
