Voting Buttons in Outlook 2007

I am trying to get the Voting Buttons to work outside my corporate exchange.
If I send an email with voting turned on internally it works fine. I have
sent it to a colleague who also has Outlook 2007 and they don't see them.
When they send it to me I don't see them as well.

I have tried this both in HTML and RTF. Any insight would be greatly helpful.

Diane Poremsky [MVP]

The buttons are small in Outlook 2007 and you need to open the messages,
unlike earlier versions where you could see them in the preview pane.

Thanks for the quick response Diane. I see the voting buttons when I send it
internally so I know where I should be looking but when I receive it or send
it outside our exchange server I am still not seeing it.

What could I be missing?
