Voting buttons missing but others have got them?

I have a colleague that receives emails from an external meeting. She is
requested to vote on the information but never has the voting buttons. Other
colleagues from the meeting do, (none of them work for the same company).

What can we do?

What version of Outlook is she using? Are the e-mails getting forced
into Plain Text for her?

We are using Outlook 2003 and the message has come through as HTML.
