Voting buttons missing in template

Hi all

Using Outlook 2003.

I have a template saved with Approve/Reject voting
buttons. If I create a new email using this template, the
buttons don't appear on the resultant message - although
they can be accessed on the Action menu. If I create a
new email from scratch instead of using the template, the
voting buttons appear fine at the top of the email.

Any ideas on what is causing this and how to fix it
please ?
