Voting Buttons Missing

Hello!

We are experiencing issues with the 'Response Toolbar'
not being present for some of our employees when and
email is sent out using Voting Buttons. The Button DO
appear for most of the people but several do not see the
Voting Buttons at all, however they can still Vote
because the Voting Options are found on the Actions Menu
drop down. Has anyone seen this problem? Any
suggestions on how to fix so that Voting Buttons are
restored?

We Use:
OFFICE XP, WINDOWS XP PRO
