VPN users have problems accessing Database

I've created a database using Access 2003 with a front and back end. Users
on the local network have no problem copying the front end and using the the
database. My remote users who log on using a VPN have full access to
everything on our network except the database. I've had them copy the front
end to their computers as do my local users but they can't open it up. The
work-around so far it for them to copy the entire database to their local
machine periodically so they are kept current with new entries etc. I also
want them to have the ability to update information. It must be a security
issue but I don't know how to fix it.
