Waas Up ?? report wizard - design view does'nt work

I am using access 2003 on 2003 server - unistalled -
rebooted - reinstalled - when in reports I cannot view an
existing report or create a new one using either design
view or the wizard - it comes back with "nothing" in
desigh view and "The wizard is unable to create your
report"

Is this a security or licensing issue???
