WAB (Windows Address Book) is the address book used by Outlook Express. PAB
(Personal Address Book) is an address book used by Outlook 97 and 98 but
became obsolete in Outlook 2000 and isn't used any more.

That's like asking why it won't let you import a PDF file. The answer is
because the people who wrote Outlook didn't include an import wizard for
that type of file. The way to "import" a wab into Outlook is to import it
into Outlook Express and then use Outlook to import it from Outlook Express.
