want 2nd layer to show up on mouseover

Hi i am messing with layers and behaviors...
I have 1 layer for the left side border with links... I have a 2nd layer
(within the 1st) that i want to show sub links under one of the left border
links.

so i set layer 2 to to be invisible.. then add a behavior on layer 2 'on
mouseover' is the behavior and change property I make 'make layer 2
visible'

I was thinking this would show layer one (side panel) then when a mouse goes
over the area a link onb the side panel, i have the 2nd layer set to be
visible...

This does not work.. should i be doing it differently??

I have a 2nd layer (within the 1st)

Nesting inline layers can be dangerous. Why are you nesting them?

Also, applying events directly to the <div> tag will limit your browser
support to v5+ versions.

Perhaps there's a different way altogether. Can you show me your code?
