i have created a newsletter in Publisher and want to submit as a web page how
do i get pictures and text from Publisher to Front page to import into a
website

Create your newsletter with Publisher ... create the web page with
FrontPage. Do NOT make the newsletter into an html page.
In other words use the correct tool for each.

Don't even try - its a thankless task with a mess as the result.
Create a .pdf file from the Publisher document, then File->Import the
..pdf into FrontPage, and link to that.
There are free/low cost PDF converters around, such as CutePDF. Use
Google to find one.
