want to link to a specific position between two webpages

I have 2 webpages, one has a listing of all states and I would like select a
state and for that to take me to the other page with the detailed list of
names and addresses, but just for the state that was selected. Bookmarking
only works if you are in the same page. Linking the entire page is not what
I am looking for.

Bookmarking works on the other pages, also.
You have to have *both* pages open to create the bookmarks.
