Ocassionally, not all the time, I send an email and it is returned with the
above referenced note. Then if I try to resend it the contact's email address
is gone from the auto fill-in part of the TO: part of the new message. Any
clues what is causing this?

My guess would be something on the recipient's gateway mail server. Never
seen it, myself. Without an example to examine, all that I can do it guess.

Don't describe the NDR (non-delivery report). Don't summarize it.
Don't truncate it. Show it completely by copy-n-paste or transcribe it
verbatim.

Either the recipient's mail provider doesn't like your messages or the
recipient is running some crappy anti-spam program that thinks bogus
bounces are valid.
