Washout not functioning on Color Button in Picture Toolbar.

I want to put a watermark on a page to make it look like stationery, but when
I click on the Color button on the Picture Toolbar all the choices are grayed
out, including the one I want, Washout. I have Office Professional 2002
(Academic Edition).
