WASSN_MGR_UPDATED, meaning of

Does anyone know the meaning of this flag?

We have a strongly managed time period configuration, and I think in that
context, this flag implies the the PM has modified the actuals for the
assignement and then not sync'ed to actuals. Am I correct???
