How can I use a picture as a watercolor background and
type words on top with the watercolor picture still
showing thru?

also
How can I do a circle with the scripit initials inside of
MB connecting the bottom of the m to the top of the b??

You make the Text Frame transparent - Ctrl+T

You could make the two letters in separate WordArt and move them to the
required positions.
Then use the drawing tools to make the circle.

Also don't forget to set the wrapping style of your picture by Rclicking
the
picture>Format Picture>Layout>Wrapping Style None> OK
that will stop the text from wrapping around the picture instead of
appearing over the picture
