This is one way ...
Click on View => Master =>Master Slide => Insert => Picture => From File.
Select the picture, then click Draw => Order => Send To Back. Then click
View => Toolbars => Picture.
Use the contrast and brightness tools on the Picture Toolbar to washout the
picture as desired.
