Watermark not showing in print preview

Can anyone tell me why a watermark would not be seen in print preview or at
all until the document is printed?

Some printers allow you to create a watermark in the printer driver. You
would not see this in Word, even in Print Preview, but it would print on
every page printed from that printer.
