Watermark Removal

I'm looking for a way to make it so that users in my company can't remove a DRAFT watermark from my documents. I've tried inserting it into the header then protecting the document for forms (and excluding all sections). This works great ... locks out the headers, but now the users have lost the ability to add tracked changes. I'm at a loss. I'm open to suggestions!!!
