Watermark won't print on page 1

When i follow the help directions to insert a watermark on my
document, it won't show up on page one. I assume that it has
something to do with my section break that allows me to have different
headers but can't find where to fix it. Any ideas?

Insert the watermark separately for the section where it is missing.
