Is it possible to place an image as a Watermark behind text in a text
box in Pub 2000?

Yes, but you'll need to use Word to make the image a Washout - Publisher
2000 and below did not have the advanced image editing tools.

The best way is to put it on the background, view, go to background. (Ctrl+m)

Ed,

You can create a watermark of a photo in Microsoft
Publisher 2000 by:

1. Go to Insert>Picture>New Drawing
2. On the toolbar, choose the Insert Picture icon
3. Browse to your graphic
4. Click OK
5. Right click on the picture and choose Format Picture
6. Go to the Picture Tab and under Image Control, change
the color to Watermark

But it's easier to do it in Word or a graphics app
