Can someone advise me how to create a custom-made watermark on the diagonal
of each page of a report.

I can't recall ever using any image-processing software that did not have
text entry. In my case, I would use one of the Microsoft graphics programs,
Paint Shop Pro, or Corel Draw to create the graphic in bitmap form. I'd type
the text in Red, and adjust the attributes to "fade" it.

In my experience in the world of classified documents, both government and
military, the classification was normally in the page header / footer,
however, rather than "watermarked". It would be trivially simple to type
"Confidential" centered in either or both the header and footer.
