Watermarks

I am trying to place a watermark over a jpg picture within
a document that also contains text. The watermark appears
diagonally on the document, but when it gets to the jpg it
goes under it, hiding a portion of the watermark. I have
tried setting the layout of the jpg to appear behind,
along with everything else I can think of, but it just
won't work. I'm wondering if this is even possible
without purchasing another program.

The following works for Word 2002. I have not tested with any other version.
Word places the watermark in the header layer. In order for it to be over
the image, it must be in the document layer. Open the header view. Select
and cut to the clipboard (CTRL+X). Close the header view. Paste the
watermark to the document (CTRL+V). The jpg image you are trying to layer
must be in a layout option other than in-line. You can then send the jpg to
the back, and bring the watermark forward to give you the results you want.
