Sometimes one of the users on our 4 station network can use Access while
another is, but most of the time only one person at a time can log on. We get
an error message that says "too many active users"

Provide a little more detail:

1. Is Access installed on each of the workstations? If so, is it the full
version, or runtime?
2. Are the users attempting to access a shared database? If so, is it split
into a front-end/back-end, or is it a single Access .mdb file on the network
somewhere?
3. What version(s) of Access?
4. If it is a shared database, have you checked to ensure that the users are
opening the application in Shared mode instead of Exclusive (Tools -> Options
-> Advanced -> Default Open Mode). All users attempting to open the database
simultaneously must have this set to Shared.

It's a long shot, but are you using a Novell network? Could this MS
KnowledgeBase aricle apply?
